Have you checked out Story Write? It’s totally new to me, so I know very little about it so far, but if you like reading (and critiquing) other people’s stories, this might be a great site for you.
You can also post your own stories, though I am still learning how that all works. There is some kind of point system that I wish I could be clearer about, but its still a little unknown to me, but I plan to figure it all out.
The site encourages authors of all levels. You can post your stories and you retain the copyright to all of your work. You can join writing groups, participate in contests, and all of this for FREE.
There are other options for membership available too that have upgraded features, but it appears that a regular old FREE membership is actually all you need.
According to the site 3266 authors visited this week, and they read 23,008 stories.
There are 67,022 total authors with 197,125 stories and 937,162 comments! Not bad.

The forum at Accentuate Writers http://accentuatewriters.com/ is a great resource and aid for writers. There are monthly short story contests with publication and royalties for the winners.
I joined storywrite last year while searching for tips on teaching a poetry class to youth. I have since written three novels and countless short stories as well as poems galore (well 30 or so)
I find the contests fun and a few people actually offer constuctive critiques. A few are published authors some self published but I have yet to hear that any actually make money
But for an education I have enjoyed it. And I believe I have improved.
